Elements and Performance Criteria
- Establish traffic sequence
- Traffic order is established in accordance with runway mode and airspace configuration
- Automated and/or manually determined traffic sequence is observed and monitored and adjustments to traffic flow are made accordingly
- Traffic flow is adjusted in accordance with standard operating procedure when airways facilities are reduced and/or systems are in degraded mode
- Scan is maintained in area of jurisdiction at a rate determined by environmental factors
- Provide major delaying actions
- Aircraft are held in published holding patterns in accordance with standard operating procedure
- Aircraft are held outside published holding patterns in accordance with standard operating procedure
- Air traffic clearances are withheld or instructions are imposed to achieve the necessary delay
- Limits are imposed on air traffic clearances when necessary
- Major delaying actions are cancelled or relaxed when able and instructions are issued for onwards flight
- Provide minor flow adjustments
- Aircraft speeds are varied in accordance with standard operating procedure and control techniques to achieve the necessary traffic flow
- Aircraft route, track and/or heading is adjusted in accordance with standard operating procedure and control techniques to achieve the necessary traffic flow
- Conditions are imposed on air traffic clearances when necessary
- Minor flow adjustments are cancelled or relaxed when able
- Regulate traffic flow
- Respond to changing conditions
